Penny Engineering Welcomes Back Jarrel Samuel as Site Technical Manager

Penny Engineering is pleased to welcome back Jarrel Samuel, who has rejoined the Raising and Lowering (R&L) Systems team as Site Technical Manager. Jarrel brings a mix of technical depth, practical project experience, and strong customer-facing communication skills that will support the continued growth of our R&L capability.

His return comes at a time of steady expansion across our project portfolio, making his experience especially valuable as we take on a number of complex installations in the months ahead. Many colleagues will remember Jarrel from his earlier time with the company, and we’re delighted to see him return with even broader expertise and a fresh perspective on delivering high-quality engineering.

Jarrel’s Career and Connection to Penny Engineering

Jarrel’s engineering career began on the Isle of Wight, where he completed an apprenticeship with a manufacturer of oil spill recovery equipment. He went on to build experience across a variety of engineering environments, working on projects that strengthened both his technical knowledge and on-site capabilities.

He first joined Penny Engineering in early 2022, developing a solid foundation in raising and lowering systems. The company’s culture, values, and approach to engineering played a significant role in his decision to return.

Jarrel explained: “Penny’s has always stood out to me because of its inclusivity, honesty, and commitment to high-quality engineering. I’ve always appreciated how the company brings innovation into practical, real-world solutions, and I knew it was the right environment to grow further.”

Skills and Technical Expertise

Jarrel brings a combination of technical and people-focused strengths that align closely with the direction of Penny Engineering’s R&L division, including:

  • In-depth knowledge of raising and lowering system design and installation
  • Hands-on site management experience with clear decision-making
  • A collaborative approach to working with customers, contractors, and project teams
  • Strong problem-solving skills and a positive, professional presence on site

As the team continues to deliver projects across a diverse range of sites and structures, his experience supports the consistent, high-quality standards our customers expect.

Life Beyond Engineering

Away from engineering, Jarrel enjoys travelling, exploring new cultures, and playing just about any sport. He has recently taken up golf – something he describes as rewarding, time-consuming, and a true test of patience. A fun fact he shared: his aunt is a two-time Commonwealth Gold medallist in Karate.

Responsibilities as Site Technical Manager

As Site Technical Manager, Jarrel oversees the technical delivery of our raising and lowering system projects on site. His day-to-day role involves:

  • Ensuring installations run efficiently, safely, and to specification
  • Coordinating closely with customers to meet engineering requirements
  • Managing on-site technical decisions and problem-solving
  • Carrying out LOLER inspections for existing customers to confirm compliance and maintain accurate records

Jarrel steps into this role with enthusiasm, and the team is looking forward to the expertise and energy he’ll bring to upcoming projects.

Upcoming Projects and Early Impact

Jarrel rejoins the Penny Engineering team at a busy and exciting time for the R&L division. Upcoming work includes:

  • A complex series of surveys and remedial works at the Royal Academy of Arts
  • New lighting winch installation works at Hexton Manor

In his first few months back, Jarrel focused on helping the team get active projects over the line and strengthening communication with customers and contractors – adding momentum to ongoing work and contributing to seamless project delivery.

His approach has already had a positive effect across the department, supporting the team’s drive to deliver high-quality engineering consistently and confidently.

Jarrel added: “My favourite part about my new position at Penny Engineering has been the supportive atmosphere and the way everyone pulls together to get the job done.”
